FTP The connection to the server was reset

I am unable to access my FTP site from a web browser but can through a
command prompt.

When I go into my ftp from a cmd window ftp seems to work fine.

I tested it though IE 6 from two different pcs on two different networks and
get An error occurred opening that folder on the FTP Server. Make sure you
have permission to access that folder.

Details:
The connection with the server was reset

I know I have proper permissions since I can access through cmd and from the
local server.
