First of all be aware that those settings may be undocumented
as being of the "(restart required)" variety. E.g. if you just changed
the setting while in IE, tested it, and then set it back you really might
not have done a valid test.

I originally had difficulty getting to this file directly.
However, I was able to "drill down" to it by starting at the root.
I wouldn't blame XPsp2; such quirkiness has long been
a "feechur" of IE's ftp support.

If you are still having trouble I suggest you take traces of connecting
to the site using the ftp command line client and using the IE browser.
Then compare them. A simple method of invoking a trace is to use
XP's netcap command line utility. (Available in the XP Pro Support
Tools package.)
