Unable to uncheck "Use a proxy server"

Hi. I have WIN XP professional and IE 6 with all the latest updates etc. But
ive had a problem for a really long time. Im unable to uncheck the "Use a
proxy server for your LAN". I can uncheck it and when I say OK and go back to
the broswer and then immediately open the Connection LAn settinggs then the
check mark is back.

Im also unable to browse secure sites. Any ideas why? I do not have a
firewall or a proxy. I did have a proxy server but I uninstalled it . Also
this problem with IE has been around even before I installed the proxy
