During more research and before coming back to check any responses, I found
the solution in Article ID 813444 - "How to troubleshoot situations where you
cannot complete MSN sigh-up or connect to SSL secured (128-Bit) Web sites by
using Internet Explorer in Windows XP". However, what you listed in the
matter of re-registering the DLL files is what finally fixed the issue. I
manually registered the files individually, but I like your way better.

Thanks for your quick response. I will be keeping your information and the
article for future reference as if this happens once, it is likely to come up
again.
