There's a typo in there which makes it different from the GET given
by frame 17.
More importantly though I think it would help to see more of the request
data, specifically the User-Agent which should be going out with this request.
Alternatively use the /d:1 switch on your download and see if that
gets you any further.
E.g. using ie6setup in its own otherwise empty directory enter:
ie6setup /c:"ie6wzd /d:1"
