Cannot right-click "Save Target as"

I use IE 6.0

And whenever i right click, the "save target as..." is
always greyed out... no matter what. i dont recall
changing a setting or something in the internet options.
not sure why its doing that or how to get it back.
anyone have an idea about how one disables that
functionality? or better yet, how i can enable that?
