Frank,
Create a new user profile and see if you're able to download the ActiveX
control (and visit WindowsUpdate site). If that helps, transfer the Zones
settings to your user profile.
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet
Settings\Zones
Open Registry Editor and navigate to the above key. Export to REG file and
merge the contents in your user profile.
Other possibility is a firewall or Proxy server blocking the download?
