keep cookie file up to date

Running XP HE SP2. In my Docs & Settings>Default
User>Cookies, the list just keeps growing. I have tried
deleting 3 different ways including search. They all
delete except for "Index.dat" and then reappear after
next boot.. Can I do something to have the file stay up
to date?
