problems getting a certificate

I recently set up a certification authority on a windows 2003 std
server. I've been able to successfully request and issue certificates
on it with no problems. One of our users however is having a problem
with it. When he tries to request he gets the following error:
This web site requires that scripting be enabled in your browser.
Please enable scripting and try your last action again.
According to him, he's tried it on windows xp sp1 and sp2
installations and gets the same error. He also said that he checked,
and scripting is enabled in IE.
Is there anything else that has to be enabled for it to work?
