disable blocking on new information bar in SP2?

I can't for the life of me figure out how to prevent the information bar
from blocking Flash (active X?) when I load a file from my local drive
c:. Since I use this mechanism to test Flash it's become a real
nuisance. I have tried enabling auto prompt of various settings in
security custom settings to the point where I figured I had opened so
many holes I was now more at risk than before installing SP2.

Can anyone tell me which setting I have to enable or disable to allow
(without numerous mouse clicks) a web page with Flash to be loaded from
my local c: drive? I don't even know which zone this is in!!
