It's Browseui.dll afaik and this registry key:

HKCR\CLSID\{01E04581-4EEE-11D0-BFE9-00AA005B4383}

See if transferring this key (and sub-keys) from another system helps.

 I did run "regsvr32.exe" on a bunch of dlls and ocx's including the one
that you mentioned that are used by Explorer (and Internet Explorer). I had
no change in situation. The Address bar does not even load when the menus 
are
"checked" and "un checked".
I have debugged using SPY++ what exactly is happening when I check the
desktop context menu "toolbars->Address". I realize that the parent 
RebarCtrl
does not get the RB_DELETEBAND and RB_INSERTBAND RB_INSERTBANDW messages
which are otherwise caught by the same parent when I click the
"Toolbars->Links" context menu item. I do not know that this would point to.
Can you specify which DLL / OCX of Explorer (Internet Explorer) has the
Addressbar functionality implemented? What are the registry keys pertaining
to Address bar?
Though I would like to run "http://www.mvps.org/sramesh2k/IEFIX.htm" I am
fearing I might blowup the problem particulary with reinstalling service
packs etc. And not sure if that would make problems worse?
Currently the IE problem is only isolated to the Address bar. Rest every
thing of IE works fine.
