Yes. It may be due to incorrect COM registration as you suspect. Type this
command in Start/Run:
regsvr32 /i browseui.dll
Reboot.
Or, run IE Fix tool:

I did do what this KB article suggests a couple of times. It does not fix the problem. The Address bar does not load at all in the first place. It does not load in all the three: Internet Explorer, Windows Explorer, Desktop Taskbar Tooolbars. This is a serious problem since the problem is that the COM component / OLE service that hosts this Address bar is not loading in my opinion? Any help how to debug it.
