IE will not start

Help!
I have 4 users on my XP system. Under 2 of the users, when
selecting IE from start menu, I get the hour glass like
something was kicked off, but IE does not pop up. I am
unable to envoke it.
On the users in the system IE is fine. I have tried
installing SP2 thinking it might solve the problem, but no
change.
Anyone seen this?
