regedit blocked by hijacked homepage

I found my homepage has been reset from about:blank to
http://www.whatsfind.com/page.html Changing the homepage
is disabled AND, what's really bad is that I get a
warning "registry editing has been disabled by your
administrator" when i try to run regedit. I am the admin,
because i'm the only user. how can i get around this?
