Browser changing

My start up page has always been Comcast.net, the past
month when I open Explorer I first receive some annnoying
pop-up then it takes me to a site that looks like an
explorer search. I change the homepage every time and it
does not hold. How do I prevent this, or can I change
the default home page? I have downloaded Spybot based on
an earlier response about this "hijacking" but it has not
helped. Thanks!
