Initial navigation delay

 For around a month I have had a 30-second delay, when
first opening Internet Explorer, before navigation is
accomplished to the first designated URL (whether it is a
search page or anything else). After that, the navigation
is very fast, as long as I do not close and re-open IE.
Closing and re-opening IE, or launching another instance
of IE, results in the 30-second delay. Other programs
which must access the internet have been experiencing time-
outs or lock-ups during this month as well. For example,
SpamBuster or MSGTAG. Microsoft Money is sometimes unable
to download account information from the internet,
reporting that another request is in progress (even though
it isn't). Measuring the connection speed with web-based
tests does not reveal any delay, because the delay occurs
in first accessing the test web page, not during the test
itself. Packet tests in a command console, such as ping
or tracert, do not indicate loss of packets or significant
delays from point to point. Another computer on a LAN
running the same operating system, which is independently
connected to the cable modem and has a distinct IP
address, has not experienced any of these symptoms.
    Operating system details: A home-made computer with
Pentium 4 3.2 GHz CPU, 2 GB of DDRAM, running Windows 2000
Professionsal SP-4. IE is version 6.0 SP-1. All patches
and updates offered by Microsoft are current. I use Norton
AV 2002, ZoneAlarm, Ad-Aware and SpyBot. ZoneAlarm is
configured to trust all essential IP ranges and
applications. The ISP is Oceanic Time-Warner on the
RoadRunner network, using a Toshiba Cable Modem PCX2500.
This ISP uses a proxy server on port 8080. The symptoms I
reported do not occur if I connect using an analog modem
and a telephone line -- everything is much slower, of
course, but the initial navigation is actually faster than
the cable connection.
    Things I have tried which did not resolve the problem:
Re-installing Internet Explorer; reverting to IE 5.5;
running the Microsoft IE repair tool; bypassing the cable
router and connecting directly to the cable modem;
disconnecting the LAN and removing the other computer from
the cable modem; restoring default settings on IE and
deleting cookies, temporary internet files and history;
rebooting the computer; rebooting the cable modem.
    I have seen similar posts in various discussion
groups, but no definitive solution yet. Please provide
any insight...
