Hi,
If you have been installing updates for Windows and IE, you can have Spybot
ignore the DSO Exploit. Do a google search for +spybot +dso +exploit.

But, WRT the will not open problem:
>From Control Panel> Internet Options> Advanced> uncheck "Enable third party
browser extensions." That should allow IE to work.
You should re-enable browser extensions after the cleanup.

Then, you should run CWShredder, so go to
http://www.aumha.org/a/quickfix.htm Work through steps 1-3, then (if
necessary) post a HijackThis log for analysis (step 4.)

If not caused by malware, consider disabling (for diagnostic purposes)
legitimate programs running in the background which might be interacting
with IE- security, antivirus, ad-blockers, toolbars & other add-ons, etc.
You may have to uninstall then reinstall, or not reinstall, a program.
