CTRL+ENTER no longer functions

The CTRL+ENTER shortcut to auto populate the "WWW."
and ".com" has ceased to function. Very annoying.

XP Pro box, most recent service packs and patches
applied. This issue does not coincide with the
installation of any service pack, patch or software
installation.

How is this resolved?

I have reinstalled IE. Current version
6.0.2800.1106.xpsp2.030422-1633
