Internet Options from Toolbars fails

Whenever I click on Internet Options from the Tools
selection from the toolbar, I get this message "This
operation has been cancelled due to restictions on this
computer. Please contact your system administrator".
Well I am authorized as system administrator and I can
access internet options from the control panel. I can
also log on as administrator and get to Internet Options
from the Tools selection. I just can not get there from
my main log on id. I have tried resetting browser
defaults from Administrator, but that has not helped.
Any suggestions?
