Open Internet Options, Security tab, Internet Zone, Custom Level
Enable "File Downloads" from the listing.

If you want to apply changes to more systems, here is the registry location:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings\Zones\3\
Set "1803" value to "0"

Values:
-------
Zero sets a specific action as permitted
One causes a prompt to appear
Three does not allow the specific action. (block downloads)

hi group,
i have some problems downloading files form the www with IE:
when a user tries to save a file, the download won't start because of local
restrictions.
opening the same file from the web-site works well, but clicking the link
and saving does not.
the dialog where to save the file does not fire up, instead my useres get a
message similar to:
".... could not continued due to local restrictions....".
this occurs on workstations with pre-installed OEM-versions of Windows 2000
and XP, we brought into our domain.
any ideas, which security settings i will have to change ???

p.s.:
already tried to add domain-users to the local administrators group, but the
behaviour didn't change.
