Can not add, change or modify bookmarks or Netscape 7.0

Thanks in advance for anybody that can help with this problem.
I have windows XP pro software and sometimes I use Netscape
Navigator 7.0 for the web but lately for some reason on
Netscape I can not go into "Manage bookmarks" and delete,
modify or change the name or anything else on my current
existing bookmarks. Any idea why my new bookmarks do not
take when I add or try to modify them.
I followed the basic help info found on the Netscape web
site to try to correct the problem but with no postive result.
As a interestings side note when I add or delete a existing
bookmarks using Navigator 7.0 they appear to take at first
but when I close out the window and then open a new window
up with 7.0 the changes I made are gone and it reverts back
to its prexisting condition before I made the change.
Also microsoft internet explorer is not effected by the
error on Netscape as explorer works fine for changing or
adding new bookmarks. The problem only occurs when using
Netscape Navigator 7.0.
