Can't change Home page. IE6 &ME

I am running IE6 and Win ME.
I suspect that the cause of my problem is a virus, despite having Norton AV
& Internet security 2004.
My home page was changed to some unknown website, and now on going "Tools",
"Options", "General", I find that the boxes for changing the Home page
address are greyed out.
On top of this, I find that on trying to run REGEDIT.EXE, either from "Run",
Filemanager, Windows Explorer or from DOS prompt drings up an error box
saying:
"Registry editing has been disabled by your administrator".
This is rubbish, as I have a standalone machine, no network, passwords or
anything.
Does anyone know of a way to re-enable the regedit command and home page
settings?
