Autocomplete does not work - RSABase.dll does not exist - HELP?

I've tried to fix this in fits and starts - finally just too frustrated for words.

Autocomplete doesn't work in either Explorer or OUtlook Express. In fact, whenever signing on or switching identities in OE, it prompts for password at the server level, even when none is specified to be requested.

I have checked the appropriate autocomplete boxes in settings on Explorer (vers 6)
I have checked whether Protected STorage in services.msc

I have tried to ascertain state of RSABase.dll but file is not found when I run the command based on #815229.

I have also tried to set up new users - no go.

I would appreciate any help. AGain, the system basics are:

Windows XP Home
Internet Explorer 6.0
Outlook Express 6.0
