Why? Are you using roaming profiles? Any other network tools?
such as a backup program (which would lock files and make them
appear inaccessible if the machine being backed up was not quiesced.)
There are other utility programs which are known to cause various
side effects due to their interference that could conceivably have
this effect too.

If the Shell Folders don't change are you seeing the effect of these
moves only until the next boot and intermittently after that?
Is the value of %USERPROFILE% changing?
