this URL might help:

it says:

The various aspects of pop-up manager are controlled by values in the
registry under HKCU\Software\Microsoft\Int ernet Explorer\New Windows. The
registry values are all dword values, unless noted. Values are all either 0
or 1, unless noted.
PopupMgr - Whether the pop-up blocker feature is enabled or not. This is

> Everyone is asking how to get a popup blocker and as mentioned - the sp2
blocker - blockers everything - including locally run javascripts. For me
as a programmer - this is the MOST annoying addition to Windows XP. i have
tried numerous times to complete the information helps way of getting RID of
the information bar popups and not once has it ever gone away. I have tried
both on the first canidate and the new canidate out. I would seriously like
to know how to "completely" disable the information bar and its popup block
becuase it is hindering the productivity of my company. If there is not
legit way of disabling the feature, I will continue to ask around until
someone can provide a registry hack for yet another problem with windows.
Every new crazy edition to WinXP is making Linix look that much more
appealing.
