Problem with Active X controls and with page cannot be displayed

I have IE6. When I try to run Windows update, I get the
following message

Your current security settings prohibit running ActiveX
controls on this page. As a result, the page may not
display correctly.

OK
 My settings are on low and I have 128 bit encryption.
When I look at the specific security settings all my
active x controls are on enable.

I also have several web sites, including my hotmail
account that I cannot access and get the "the Page cannot
be displayed" page, no matter when I try. I have even
tried adding this to my trusted sites and it still doesn't
work. Help!!!
