Test whether it should come up offline.
Open the page. Set Work Offline (e.g. press Alt-F,W)
Clone the page in a new window while offline. (Press Ctrl-N)
Does the clone render without attempting to reconnect?
Does the page load anyway if you click on Stay Offline?
If not, you have an example of why the page would not be usable
as an offline home page. In that case it may be a better choice
to have About:Blank as your Home page and leave that page
as a Favorite or a Links bar button.

Have you tried synchronizing the page? It's possible that doing that
would give the page and its components some different attributes
which would make it more usable while offline.

Somebody who was complaining about a similar issue reported back
that they found that using a proxy (WebWasher, I think it was) solved
the problem. Perhaps the proxy filters out non-cacheable attributes
thus allowing IE to save all pages' components in the TIF.
