I tried opening a DOS prompt and entering the ipconfig
commands as instructed but to no avail.
As to the resistry:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Dnscac

(Dnscache does not show up under "Services")
