Home Page is not working

I have done this 10 time. I go to Internet Options and change the Home Page
to some other web page.
I restart IE and the same old home page comes back (it is CNN.COM). I have
even looked
at the registry and changed anything WWW.CNN.COM to something else but again
it is the same
problem. I also tried to TOOLS --> Reset Web Settings but I get the message
"Unable to Reset Web Settings".

Can you help
