Error 403 - You are not authorized to view this page

I searched this newsgroup and found several posts about this error, but none
of them addressed the particular problem I have encountered.

Using a pc with W2kPro and MSIE 6.0 I receive the error quoted below, or
have had other problems that I did not have until this started happening.
(If I use a different pc with XP Pro and MSIE 6.0 I do not have these
problems.)

1.  I am the webmaster of a web site and have hyperlinks to several word
docs and to adobe .pdf files.  If I visit the site with MSIE 6.0 and try to
link to the word or pdf files I receive the above error message.
2.  I have tried to use a form on a web site (shutterfly) and when the form
is completed and I click on send, I get a pop up window that shows its text
and then goes blank and keeps repeating fast enough not to be able to read
the text.  Upon closing the window I get an error message and the only
option is to try to fill the form again, which only results in the same pop
up window.
3.  On a web site that allows a download I get the message "The object has
been blocked" if MSIE pop up blocking is active.
If MSIE pop up blocking is not active I get the error page quoted above.
4.  If I visit amazon.com and navigate through the site I eventually get
this message-

I hope the problems I have described above provide enough information about
the situation.  Can anyone give me a hint on how I can solve this?
