Cannot find server or DNS Error

Recently I have been having a problem with noaa.gov
weather sites. I click on them in my favorites and I get
the cannot find server or DNS error. But when I refresh
the site, it then sometimes opens. This is not a big
problem, but a frequent one. Anyone have any ideas?
