Popups ONLY occur in Internet explorer??

I have the latest Internet Explorer and after I installed
this one program, now I keep getting occasional popups that
say occasionally say on the top "related article" or
something like that. I uninstalled that program and looked
through the 2 start up sections in regedit "local computer"
and "current user", and there isn't anything there that's
loaded that can be a program that does it. I tried using
both MSN and google toolbar pop up blocker and neither worked.

Is there anywhere else I can look to see what's causing
this in Internet explorer ONLY? I downloaded and installed
netscape, and it seems uneffected. Only Internet explorer
gets random pop ups from random sites (been the sites LOTS
of times, no pop ups before).

any help will be GREATLY appreciated!
