Thanks for the responses to this one so far. Unfortunately, none of the fixes work in my case. In response to Black Beard, I've tried this without passive and with passive ftp enabled. I've tried every combination in IE 6.0. In fact, no matter what combination I use, anytime I attempt to access ftp via IE, IE locks up and I have to close it via the Task Manager. I still cannot access ftp via third party software and also via cmd. Here's what I get when I attempt it via cmd:
C:\>ftp
ftp> open ftp.epson.com
Connected to ftp.epson.com.
Connection closed by remote host.
ftp>
In between Connected... and Connection closed..., I cannot do anything, the cursor blinks, but I cannot type anything.

It may be a HOSTS file problem.
Look for a file named HOSTS (no extension, could be hidden) rename it
OLDHOSTS.
Or:
Try this: Tools > Internet Options > Advanced > Browsing
Uncheck the Enable 3rd party browser extensions
If this clears your problem then find out who the culprit(s) is/are with
these tools.

More: This may be caused by a third-party program (adware, spyware,
parasite).
