Can't access Internet Options

All of a sudden I am getting an error message when I try
to access Internet options that "This operation has been
cancelled due to restrictions in effect on this computer.
Please contact your system administrator."

I am the administrator! I didn't change anything. Could
this be something a virus did? System checked out virus
free. Can't find anything obvious in the registry, but is
there a key to check?
