I think you'll see that the message is coming from Windows/IE, not Spybot,
because of your Cookies settings in
IE Tools>Internet Options>Privacy>Advanced>...
These settings are covered in the links I supplied earlier. Spybot S&D
doesn't run in the background and warn you about cookies, SF. When you run
Spybot, it may identify questionable cookies and ask if you want to delete
them.
