Does not seem to affect the user customizations. Just places the default values w.r.t Advanced Options and other settings. And different from 'Reset Web Settings' functionality. Reset Web Settings basically fixes http handlers and Search. Inetcpl installation does not affect those settings.

Wow!  When did you find that?
Depends  confirms  inetcpl.cpl  has  DllInstall  but no  DllRegisterServer
so don't we need to use the  /n  switch too?
Have you checked if it affects any user customizations?
How it compares with  Reset Web Settings...  or  fixie.inf?
I'm not going to try it until I get on my test partition
where I will trace both with  RegMon.

Wondering what has caused all these? Though you should be able to fix the problem using a REG, I'd suggest a repair:
Try this, in same order:
1. regsvr32 /i inetcpl.cpl
Reboot and see if the issue is resolved, if not proceed to 2.
2. Try a repair/reinstall of IE:

why.
I can't figure out how to reinstall it; I tried IE6 setup SP1 download
but all I got was it wasn't XP compatible...
