You're going to want to reinstall IE through the control panel (Windows
Components). Uncheck IE, let it go through and check it again. WIth any
luck SSL should now be working. To confirm this is the solution, I'm
guessing that if you open IE before doing any of this and to to
Help->About Internet Explorer, you will see:

Cipher Strength: 0-bit. SSL on IE is broken. I've had no problems with
this fix.
