Secure sites won't display

I've been having problems accessing secure sites using IE6.0 on a XP system since about Feb.
I have another system that allows me to use any secure sites, but I finally stopped procastinating
and I'm trying to fix this problem. First, I tried to get a windows update however, I kept getting
a server error and to try again later. Its similar to whats posted in this newsgroup, I've tried as
 many of the fixes as I could, but no luck. I'm listing all the things I have tried and need
 more suggestions.

PC: Dell Inspiron 2650 1.4 Ghz
Op System: XP
IE Ver: 6.0.2800.1106, Update versions: SP1, Q810847, Q813951, Q813489, Q330994, Q824145
Cipher Strength: 128-bit

1) Deleted temp files
2) Deleted cookies
3) Verified IE security settings, SSL2.0, SSL 3.0, TLS 1.0
4) Verfied publisher access is not available to others
5) System restore
6) SFC scan
7) Changed/Reinstall user profile
8) Installed IE 6 update Q831167, then I couldn't access any internet site, uninstalled
9) Crpytographic Service check
10) Re-register .dll's
11) KB 259537 indicates possible registry issue, but
   it appiled to IE 5 or lower, didn't attempt.
12) KB 821814 shows a possible solution, but its
   dated June 2003, which should be included
   in the SP from Feb 2004, but when I install
   the SP from Feb 2004 I can't access any sites.
   Any possible fix for this?
