HTTP Error 403 - Forbidden

I get the error "HTTP Error 403 - Forbidden" with the
message "You are not authorized to view this page
You might not have permission to view this directory or
page using the credentials you supplied. "

ehsn trying to download files (several different sites,
one which is pdf publications from www.irs.gov and
updates from Microsoft.

Anybody got any ideas
