Internet explorer encoding problems

I want Internet Explorer 6 (WinXP) to default the encoding to unicode.

I used to use a taiwanese proxy server, and IE chose the chinese
encoding.

When I switch to unicode manually using the View menu, it switches
back to an other when I visit the next page.

How can you define a default encoding?
