Cookie Settings Block Access to Web Sites Help!

I use XP, IE 6 Sp1., My Privacy settings are Medium, Advanced tab set to
Override automatic cookie handling, Allow First and Third Party Cookies,
Allow Session Cookies. I can't enter some web sites. The latest site I'm
blocked from is Microsoft's Templates. I'm trying to download an Excel Menu
Planner. On the privacy tab I clicked Edit and entered the URL for the
tempate page. Still no go. I can't get in. I checked the Hosts file to see
if there was a problem there. No, it's just the default Hosts file.

I'm stumped. I follow the directions that web sites give when my cookie
settings block me from seeing Store Ads, News Stories etc. how do I correct
this problem?
