There's a CoolWebSearch variant which makes Control Panel unavailable. Try
CWShredder, followed by Ad-aware and Spybot.
And... CWShredder is only about 125 KB so it could be downloaded from
another machine onto a floppy disk if necessary, or sent via e-mail.
