IE wont connect to internet

Recently began having difficulty logging onto the internet with IE. When I hit the IE icon it attempts to logon normally. Then a window pops up saying that IE is unable to connect to the internet and the most likely cause is a 3rd party called 'WinAds Popup', click on this link(provided) and they will remove it. It then reattempts to access the internet (via IE). The message appears again that IE is unable to access the internet...etc,etc. I have removed and reloaded IE from system disk and reset the system date(or whatever) to an earlier time. It doesnt help. I can still access the internet via a dedicated online link..that doesnt use IE. However, that links directly to one company's website, and doesnt allow access to other sites. I cant download an upgrade therefor, and my symantec isnt finding any virus. I would appreciate any assistance with this, thanx!
