Problem loading pages after they are downloaded

Hello,

The problem I am having is that certain sites take a while
to actually appear after I have downloaded the data from
them. The latest seems to be any invision power board
forum. When I go to the page, after only a second, I can
reset my IP and the page will load on my screen. It also
has a "page loaded in : xxx seconds", and that is usually
like 0.33ish. Has anyone ever had this problem before?
Know what I can do to fix it? I am on Windows ME, my
roomates computer is Windows XP and he does not have this
problem. Is it a setting on IE or something wrong with
the compatibility with ME? I don't remember having this
problem in the past with IPB forums in the past.
