Setting default home page for all users within organization

Hi ,
Is there a way to enforce a policy on user IE browser so
that when they open the IE it defaults to the same for all
users.

We are in a NT4.0 doamin structure.We also do not want to
change Internet explorer Tools-options for each user
individually.

Any help will be appreciated
