I just did a test with the following file

<example>
    ftp://ftp.isi.edu/in-notes/rfc2617.txt
</example>

If I go to that page directly I don't see the Login As... menu item.

However, if I go to it by first entering

<example>
    ftp://ftp.isi.edu/
</example>

and then navigating to that file, I do. The menu item is available
as long as the window is in folder mode. E.g. window and Address bar
icons are both for web folders and Folder Tasks bar appears on left
(unless some other Explorer bar overlays it.)
