IE6/W2K SP4 cannot download EXE files

My brothers computer point blank refuses to let him download exe files - he
cant left click to have the option of open/save and if he right clicks the
menu appears and he can choose any option but if he picks "save target as"
nothing happens. It doesnt give an error or any sort of indicator that its
found an error. Right click and selecting open does nothing and open in new
window opens a window but no URL or data in the status bar and nothing
happens.

It will download all other file types - I did an experiment by setting up a
download for him with exactly the same file but one as .txt and one as .exe
and the txt one downloads but the exe one doesnt! Exe files run fine once
they are on the PC.

Have spent all day trying to sort this and I am now officially baffled!!!
His machine is running IE6 on W2K SP4 - so far I have (in no particular
order):

Rebooted system
Cleared IE cache
Set IE security settings to lowest possible
Reset all IE settings to default
Ran AVG virus check with latest definitions
Ran Ad Aware with latest update applied
Re installed IE 6
Disabled firewall
Went through task manager and closed each process in turn to see if it was a
running process
Checked to make sure content advisor is set to OFF
Made sure active x controls were set to prompt
Checked Microsofts knowledge base - nothing found
Checked first 100 or so links on google - again nothing found
Found two references online neither of which were relevant as the settings
were set correctly so didnt solve it (shown below)
1 - If you can't download .EXE files, it may be that that the EditFlags at
HKEY_CLASSES_ROOT\exefile is incorrectly set. Using Regedt32, the data in
this REG_BINARY value should look like xx xx 00 xx where xx is any value. If
it is set to xx xx 01 xx, change it. Reboot.

2 - Windows decides how to load an exe file by reading a specific key inside
the registry, which is HKEY_CLASSES_ROOT\exefile\shell\open\command. Inside
it, there should be only one entry (default), type REG_SZ (alphanumeric
type) which contains the following string: "%1" %*. Enter into regedit, go
to that key and look at that entry. Whether it is modified or it doesn´t
exist at all, modify/create the key with that value and it should work.

What am I missing? I am not in front of the machine (its across the pond!!)
and christ knows what freeware he has installed so can anyone see what I am
missing and why it wont let him do it? Anyone know a software package that
might cause it?
