Cindy, I have run into this very problem.
The only way to re-install IE6 was to first uninstall
Norton Corp. Edition, and if you have a (and this is
important) SOFTWARE FIREWALL running, you'll need to
disable it. Another problem is that you may have to boot
to SAFE mode to uninstall Norton AV Corp. Edition, then
boot normally and reinstall IE6 first then NAV Corp.
Edition, run live update if not managed by the server.
