We need more information about the URL involved.
One explanation is that the page contains something in its source
which is forcing a refresh. And one possible example of that
would be

<example>
<meta http-equiv="refresh" content="10;URL=index.html">
</example>

If you were online they could be doing this to try giving you
a different ad every 10 seconds.

That particular example can be defeated by disabling a Security option:
    Allow META REFRESH

Other possibilities could be defeated by disabling scripting.

Usually the simplest thing to do when you encounter such cases
is just close the window which is causing the symptom.
