IE6 on Windows Server 2003 BROKEN

Hi, folks. I sure hope someone can help. I'm running Windows Server
2003 using IE6sp1. Recently IE6 lost the ability to launch popups. I
had Google Toolbar installed, but I don't think that's the problem,
because I've had it installed for eons and never seen anything like
this. This server is my development machine and runs SQL Server, among
other things. I recall that I recently installed WMI SQL Server
Provider from the SQL Server 2000 install disk in an attempt to automate
some functions. The browser problem started shortly after that. I
can't definitively say this was the cause.

When I click on a link that contains a javascript window.open command, I
get a javascript error:

"Error: The callee (server [not server application]) is not available
and disappeared; all connections are invalid. The call did not
execute."

Javascript works in general, I just cannot launch a popup page. I have
researched this issue on the web. Here's what I've ruled out:

1. I cannot reinstall IE6 on Windows Server 2003 as described in
http://support.microsoft.com/default.aspx?kbid=318378 because IE6 is
integrated in the Windows 2003 OS, cannot be uninstalled or fixed in the
ways.

2. I have run "sfc /scannow" on the command line to attempt to repair
any broken OS files. This seems to have had no effect, the command ran
for a while, prompted me several times for the Win2003 CD, and produced
no output whasoever.

3. I do not want to reinstall the operating system, because it will take
me about 24 hours to get my development environment back to the way it
is now. I have an image burned which I could roll back to, but that is
so extreme for what SHOULD be an easy problem to fix!

4. I've tried uninstalling the Google toolbar and reinstalling it, no
change.

This is driving me nuts. I absolutely need this ability to get my
development work done.
